I did all of the above and still got the problem. Can anyone help me?

In your screenshots there is a little bit of blurring going on, this is probably some graphics rendering override in your graphics drivers settings. There is no combination of settings in rs that results in this. There is more info in this thread. For comparison:

Thank you for this comparison note. I have been struggling for the last 16 hours turning on/off active overlays(windows 10 gamebar, steam overlay, geforce experience), changing and defaulting settings in nvidia control panel; trying to figure out why alt1 wouldn't capture my game and I seen this reply and it got me thinking.. there is a new setting introduced with the steam release(interface scaling) which can make it so that alt1 doesn't work at all; the interface scaling resolution setting.. having it above 100% will make alt1 not detect the home button.
furthermore my issue was the exact same as the OP in this thread, all capture modes seem to work but none would find my home teleport button unless I changed the interface scaling to 100%.

I can post screenshots as.jpg format if that will help at all but any assistance on this issue would be greatly appreciated.
(Using runescape in compatibility mode is a small work around but my computer is head butting a brick wall while trying to run the game in that mode)
