Unable to load avatar

I am having trouble getting the avatar to populate. All I get is a black silhouette, and the 3D/download buttons are nonfunctional. I tested on multiple devices, so it appears not to be a problem with my hardware. The system is able to pull accurate stats and records, so it seems to be making contact with my RS profile.

Is there another setting I need to enable beyond private chat and examine? Or is this a server-side issue?
