I'm getting this alt1 issue whenever my computer shuts down without me manually shutting it down, like when it needs to update: https://i.imgur.com/tLn65no.png
I uninstalled AVG several months ago.

Have you tried re-installing Alt1 Toolkit?
Yes, multiple times.

I've been having this exact same issue. I don't suppose you've found the reason yet have you?

Nope

Are you using any non-Windows native antivirus?

I'm using AVG but nothing has changed for me. I've been using alt1 with AVG for years and I've never come across this issue. At first I thought it was because I had too many alt1 plugins downloaded but after a fresh restart the issue still occurred.

Yes, multiple times.
Have you fully deleted everything before re-installing? If not, uninstall the Toolkit through Control Panel. After that's done, delete everything (including the folder, if the uninstallation didn't already do it) at these locations:
%localappdata%/alt1toolkit
%appdata%/microsoft/windows/start menu/programs/runeapps
If you need to save any apps or settings, you may want to back up the localappdata files on a USB drive or something
Restart your computer, make sure you don't use any software to protect from malware besides Windows Defender, and re-install again.
