Help with chat notification

I'm trying to get a notification whenever the chat says "Your item has cooled down significantly. It's a lot slower to work" I have this as the setup.

It doesn't work and the option on the afkwarden is grayed out with a strike through it, any ideas this would help a lot! Thanks.
