Can you try this :

1. Press the windows button on your keyboard and 'R' at the same time, this will show a quick run window.
2. Paste this line and press enter. rundll32 %windir%\system32\dfshim.dll CleanOnlineAppCache

This error is happening outside of Alt1, there are many different things that could cause this error. You can try the steps suggested by Nawsen, that fixes a lot of different problems. If that doesn't work you can try to manually install it as described in this thread. You won't be able to get updates this way tho sadly.
