Hi All,
I have tried the stickied posts (listed below) and numerous other troubleshooting tips, however, Alt1 will still not detect the home teleport button. The only time I can get it to detect is by setting in-game interface scaling to 100% - but I am running a 3840x1600 39" Ultrawide and 100% scaling is unbelievably small and impossible to read without a magnifying glass, so that is not a viable workaround for me. Photos uploaded to Imgur showing all my NVCP settings, in-game settings, RS Client compatibility settings, and Alt1 settings. I am about at my wit's end and would appreciate any additional help/information or points in the right direction to get Alt1 to properly detect without sacrificing my in-game scaling from 150% as this is what is the size I need to be able to read/play the game without a microscope.
Thank you in advance for any insights.

If there's alignment issues, or if you're playing on a high-resolution monitor (ie. 2K, 4K, etc.), check the main Alt1 settings and toggle/untoggle the Override high DPI scaling detection option to see if it helps.
Did you do this part?

I did try both toggled on and off to no avail

From this image you sent it seems like you don't have any scaling enabled in Windows. If you rightclick your desktop background and choose "display settings" you can turn windows scaling for your entire computer to 150%, after doing this you can turn rs scaling back to 100% and it should be the right size and alt1 will work. This will also make other programs larger.

I do not want to increase the program size of every other program on my display from 100% to 150% as that is a huge jump and eyesore. Not to mention only further decreases the actual available real estate of the monitor itself.
That can't be the only workaround.

This is currently the only way. There might be ways to make other programs you use often smaller.

Well, it definitely works, and can confirm Alt1 is detecting properly now.
Do you know any of these other ways to make the other programs smaller? If not, no biggie just thought I'd ask before I dove down that rabbit hole. I appreciate your solution even with its caveats.
Thank you Skillbert.
